Millions of women and girls around the world are victims of abuse and violence on a daily basis. Violence, according to the Declaration on the Elimination of Violence Against Women (1993), is any act of gender-based violence that causes or threatens to cause physical, sexual, or psychological damage or distress to women, including assaults, harassment, or unlawful deprivation of liberty in public or private life.

In recent years, international laws such as the declaration on the elimination of violence against women as well as public policy legislations have been created mainly due to the concern for women. Public policy is: ‘anything a government decides to do or not do’ (Dye 1972, p.2). In other words a public policy is a system of laws, regulatory measures, courses of action and funding priorities concerning a given topic promulgated by government entity or its representatives.Individuals and groups often attempt to shape public policy through education, advocacy, or mobilization of interest groups. There are many ways that the law can influence how survivors of violence against women are treated and the types of services they receive.

Public policy legislations provide a framework for identifying basic human rights and for defining violations of these rights. The law defines behaviors proscribed by criminal and civil statutes and provides criminal and civil penalties for violations (Mbote 2000, p.14). These laws and the governmental appropriations process control and provide funding for research Promote research, collect data and compile statistics, especially concerning domestic violence, relating to the prevalence of different forms of violence against women and encourage research on the causes, nature, seriousness and consequences of violence against women and on the effectiveness of measures implemented to prevent and redress violence against women (UNHR 1993).

These laws have inevitably brought about positive impacts especially to the society and world at large. They have led to the promotion of gender equality as well as violence-prevention programs in educational institutions, places of work and also homes.
