2) Research Hypothesis: Under the control of One Child Policy from 1982 (as a basic state policy and written in the Chinese Civil Constitution) to 2015 (the policy modified that if both parents are single child in their family, the new family they formed could have 2 children maximum, as a way to defend the aging of population), the youth literacy rate is increasing while the fertility decreased (the increasing of education resources)
