Many rules must be applied correctly if effective communication is to occur. We often don’t think about these rules until something “goes wrong.” A student with a language disorder has difficulty mastering these rules, which can lead to communication breakdowns. These breakdowns occur with receptive and expressive language, as well as with pragmatics. The term pragmatics refers to the appropriate use of language in social contexts. Many students with language disorders who have trouble with pragmatics may be challenged by language-based social interactions. Case study:
Headquartered in the United States, G2Q is a multinational company specializing in the commodification of water. In response to company shareholders’ demands for higher revenue, the company has adopted increasingly aggressive practices in its quest to acquire controlling rights to regional water resources around the globe. As part of that initiative, the company secretly proposed a profit-sharing agreement with some local leaders in a South Pacific location in exchange for the right to divert more surface and spring water to expand their bottled water production. This has resulted in local protests and work slowdowns at the local plant, which in turn decreased productivity and financial losses.
In an attempt to return to profitability, G2Q brought in managers from company headquarters to displace indigenous people previously hired in supervisory and leadership roles. None of the incoming managers speak the local language, and most complain about what they consider to be substandard living and working conditions.
Most of the employees are members of ethnic minorities from the host country with distinct differences in cultural norms and language preferences. For example, some behave as though they speak no English, while others refuse to make eye contact with managers. Still others appear to agree with everything managers say, then ignore their directions.
One former manager who quit, married a local, and lives in a nearby village has advised the incoming managers that “things are done differently over here” and cautions them against rushing to judgment. That presents a dilemma, as the company CEO has promised all managers a sizeable bonus if the plant regains its formerly profitable status within two years. Otherwise, the company will close down that location, firing the managers and leaving hundreds of people with little hope of finding other employment.
Write a 500 words about out-group bias. It should be a succinct yet well-supported analysis of the assigned topic, using the case study as context and synthesizing information and ideas from at least three properly cited scholarly sources. In answering this question, you will need to summarize the ideas of Weber (bureaucracy, legitimacy, political actors, etc) and Marx (base/superstructure, false consciousness, ruling ideas, capitalism, etc), and how bureaucratic and economic policies weigh into the current New York City school system. You should also touch on at least one other concept/idea that we have touched but have not discussed to a large degree (affirmative action, gentrification, housing policies, racial discrimination, etc).
The New York City Public School System
The New York City public school system is the largest in the country. In the wake of changing educational systems around the country after Brown v Board of Education, and the urban crises
in the 1960s, the New York City public school system went through numerous changes. From the early 1970s to the early 2000s, the school system was decentralized into educational community districts holding some power over the schools in addition to the Board of Education, the Mayor, the State Legislator, and the Governor. As was the case to desegregate schools in the South, NYC worked out a “busing” plan whereby black children were picked up and moved to more affluent and better white schools to balance out segregated racial demographics. However, tensions filled when wealthy white immigrants lobbied against these plans, and activists in black neighborhoods in Brooklyn advocated against government control of the schools in their own communities, and were offended by the injustice of failing schools in black and Hispanic neighborhoods.
In 1969, the New York State Legislature split the city into 32 school districts and took away the Mayor’s control over schools. The local boards, however, had no real power over the selection of teachers and it fragmented the system. Still, some school districts in Manhattan and Queens thrived while others in Brooklyn and the Bronx suffered. District 2 on the East Side of Manhattan, for instance, worked the decentralization plan to success as strong principals were put in place and schools attracted a number of talented teachers. These schools were high performing. But many middle-class whites, and many blacks, skipped public schools for religious and private schools, or moved to the suburbs as wealthy people fled when New York City became known as the “crime capital” in the 1980s.
Many of the popular new school options that have emerged in the last two decades have aimed to offer families choices within and outside their neighborhoods, in the form of charter schools and school vouchers. Despite zone schools where students are, for the most part, guaranteed acceptance, over 40 percent of elementary school students are not attending school in the same neighborhood where they live. Interestingly, a recent report by the New School found that about a third of all students who opt out of their local school are black, and that black students opt out of their home school at a higher rate than any other racial /ethnic group. But there are costs for people of color: travel time, money, etc. Moreover, the study found that families who lived in wealthy neighborhoods, and families who lived in the poorest areas, stayed in their zone schools, while those in the middle class and gentrifying neighborhoods moved to outside schools. Poor students and immigrants still learning English were far less likely to attend schools outside of their districts.
In the 2000s, the State Legislature scraped this idea in favor of full mayor control of the school’s bureaucracy and local school boards. The city adopted the school-budget system in 2007 as a way to send more money to schools with the neediest students. It replaced a system where funding was tied to teacher salaries, which had advantaged high-performing schools that ended up receiving more money because they attracted more experienced teachers with higher salaries. But there are interesting findings on the money front. As the average national rate stood at $11,762 in 2106, the New York City rate was over double the nationwide spending average for elementary and secondary schools. According to the U.S. Census Bureau, New York City public schools ranked number one in spending per student among urban areas in the U.S., as they spent $24,109 per student in 2016. This high spending rate did not lead to educational success for all students. According to the U.S. Department of Education, over 72 percent of eighth graders
lacked sufficient proficiency in reading, and over 72 percent lacked sufficient proficiency in math, in New York City public schools.
Lastly, the New York City school system is one of the most segregated in the country. Elite public schools such as Stuyvesant and Brooklyn Tech, which require standardized test scores, have few blacks and Hispanics in their populations, and over 60% of their student body are Asians. Stuyvesant, for instance, was demographically 74% Asian, 19% white, 1% black and 3% Hispanic. But many schools throughout the city do not resemble the demographic makeup of the neighborhoods or the city at large.

This is the cline Lizzy came into the country as a refugee and was pregnant as at the time. Since, it’s been a struggle for her to settle down in the country. The recent on-going problem with this client now is both financial and legal. Financial, because she does not have a stable job, with her only child, it’s been hard taking care of her and, she trying to work on her stay in the country.

Lizzy was the third child in her family, raised by a single parent, studied back in her home town in the southern part of Nigeria and the level of education she has from back home is not useful, because of her status in the country Canada, parent was divorced when she was young. She also got pregnant while leaving the country and was able to give birth to the child here, and the distance between her and her boyfriend led to their separation and she has no family member here.
Lizzy is suffering from anxiety disorder and fear, as the housing accommodation she could afford for herself and her daughter is not in a great environment where she wants her daughter to grow in, also, this apartment building is suffering from bed bugs, which gets her scared every night and leads to her not sleeping at night. Lizzy is still finding it hard to get use to the culture here, considering it is different from where she came from. Lizzy finds it hard to get her kind of job which is customer service job as it is necessary to have a Canadian experience and even with the agency jobs she got, she find it hard to do a longer shift because of her daughter because she does not have anyone she could stay with and cannot afford to pay someone to watch her. Lizzy also complains about how she is been treated at the work place and she thinks people are treating her in such manner because of her race, and the way she speaks (accent). According to Lizzy, her religion/spirituality has always been helping her to deal with her fears and helping her to stay positive. Lizzy finds it so hard to talk to anyone about the situation she is going through, because of everything she is going through that has lowered her self-esteem in a way and seems not to be able to confide in any one. Also, she thinks because of her accent she will not be able to find anyone that would want to be her friend. Often times, when Lizzy talks, she says she wished she had her family here or even have a husband, but she is having to accept what she is going through and hope for the best. She is sad, because she has no one to share her thoughts with and no one could help her in any way as the people she left back home her expecting money from her. Lizzy is also concern about her daughter betty, she is seeming to have difficulty helping her grow, she is concern, betty would not turn out as she did, even though she might be able to fix what has happened between her and betty’s father, she is scared she might not be able to give betty the best. Her support system is welfare until she can get a job that could support her and her daughter no family, no spouse to support. Also, while she is trying to get a job, she also volunteers to helping in her church. Lizzy’s home condition is not completely great, because of the bug disturbance, as most times they are asked to evacuate the building, so the place could be spray, this has also been a source of stress for her.
The education Lizzy has from her country Nigeria is a diploma in communication, which she did not get to finish, before she had the opportunity to leave the country. Lizzy has not been able to go back to school since she has been here, and she is hoping to go as soon as daughter has grown up to a certain age like 11, when she is old enough to take care of herself. The kind of employment she has had since she came in was employment through some agencies, which most times are contract work if not, she keeps getting laid off.
The grief issued she has is not having to end her relationship with her man, because of the distance between them. Lizzy thinks the way grew up was what affected her to this point in her life, she believes the way she was raised by a single parent did not help her unlike if she was raised by both her parents and she is now concern about her daughter’s well-being, as she does not want her to grow up like she did or even end up like she did too. The support system she has right now is the welfare she is getting, which is temporary, and maybe a little help from the volunteering work she is doing at her church. Al a so, the environment she lives in, she thinks it is a threat to her and her daughter’s life.
Lizzy does not use any substance at all, however Lizzy thinks she might be either harm to herself or her daughter because, she is really stressed out and not thinking straight which can lead to her developing mental illness and might lead to her having difficulty raising her daughter properly.
