The Federal Policy Analysis and Recommendations assignment due in this unit is the final compilation of your project for this course. The purpose of this assignment is to analyze the extent to which a specific federal policy can meet the needs of a targeted population related to the social justice problem you identified and explored. To do this you will compile all parts of the course project and provide conclusions and recommendations for the policy you analyzed.

Using the work you have done in your Policy Selection and Background Assignment (Unit 4) and your Policy Analysis Assignment (Unit 6), develop a complete analysis. In addition to compiling your work from these earlier assignments, you will need to take four additional steps to complete this assignment in a Conclusions and Recommendations section:

Summarize the current state of the policy’s implementation in regards to social justice and the chosen population.

Describe how a culture’s structure and values influence privilege and power.

Draw conclusions about the effectiveness of the policy. What have been the policy’s strengths and weaknesses? Cite specific examples to support your analysis.

Provide recommendations to improve the policy or to replace it with alternative solutions through an advocacy framework. Should the policy be replaced, modified, or extended upon?

Your recommendations must be based in a social/theoretical framework (such as critical race theory or social economic theory) and should be supported with sufficient scholarly research.

Justify your recommendations for new policies or revisions with a detailed rationale.

Describe how the new or revised policy for the chosen population will be implemented into policy planning and action.

You are a nuclear strategy expert at the National Security Staff. North Korea recently crossed the nuclear threshold, by conducting a successful test, and announced itself as a nuclear-armed country. In reaction, South Korea activated its secret nuclear cooperation treaty with the United States and received from Washington the nuclear know-how and operational capabilities. Please outline for the new president, who is unfamiliar with the basics of nuclear strategy, prospective strategic moves of both countries, assuming that both seek to establish a stable deterrence regime as quickly as possible. Respond to two of the three questions below (10 marks each, total 20 marks).

  1. Rizvi and Lingard (2010) say policy sociology should point to strategies for change and reform that “challenge oppressive structures and practices”. Outline the current thinking on the practice and purposes of policy sociology. What are its goals? Who are the principal theorists? How has it been practiced? In what ways does it differ from the more rationalist-decisionist theories of policy analysis?
  2. Since the mid-20th century, most education systems around the world have been concerned with issues of educational equality. The goals of educational equality are based both on economic competitiveness and social justice. For countries to be economically self-sufficient, they require a well-educated population. The principle of education for all, meanwhile, helps to address social justice issues such as poverty and illiteracy. But progress toward achieving educational equality, according to Rizvi and Lingard (2010) has been uneven and globalization may have worsened the problem. Discuss this widespread policy problem with reference to both social and economic outcomes (you may find some of the OECD and UNESCO reports useful in providing context for your discussion).
  3. Public policies in most liberal democratic societies are organized in consideration of five key values: equity, efficiency, security, liberty, and community. These are often used as a basis for policy analysis, yet the concepts themselves are subject to interpretation. Using one or more examples (preferably not those discussed by Rizvi and Lingard, 2010) discuss how the ambiguity around these values leaves policy options open to political debate on key policy issues.
