“Pay for Performance” has made inroads in business, but has remained a hard sell in public school systems. There are some successful examples where teacher pay has been linked to student test scores. In Minnesota some districts have stopped giving automatic raises for seniority and base 60% of all pay increases on performance. In Denver, unions and school districts designed an incentive program where teachers receive bonuses for student achievement and for earning national teaching certificates. However, some plans have not worked. For example, Cincinnati teachers voted against a merit pay proposal and Philadelphia teachers gave their bonus checks to charity rather than cashing them. It appears that having teachers involved in planning the incentive system is one key factor to success. The same can be said for all incentive plans – if employees don’t buy into them, they will not work.

Describe the tone the news story uses to present the findings and claims.

That is, does the story seem straightforward and reasonable, or perhaps ground-breaking and novel, or else counter-intuitive, sensational, or even shocking? (Give examples of how the story is reported to back this up). Is the story missing any information that could make the claims or conclusions more convincing (such as a control group, comparison condition, details, or evidence)?

When you first found the story, were you convinced that it was accurate, or were you skeptical? Why?

Next, track down the original scientific article behind the story. The news story may not completely cite the article, so you may need to do some detective work here. Use the Internet to find the name of the journal or conference, the name of the authors, and the title of the article. You can probably just google the last names of the scientist/authors and date associated with the finding, get the full citation and then look it up in the library’s electronic journal collection (or it may work to google the article’s title). Then, read the scientific article. You may be unfamiliar with some of the jargon or statistics, but do the best you can (you don’t need to read every word). Summarize what was varied within the experiment and what things were compared. Try to find the part of the article that the news story seems to be based on, then say how the scientist reported the finding, then identify and describe any differences between that and how the news story reported the finding.

In your opinion, does the news story simplify the scientific article appropriately, without being misleading? Or do the claims in the story go beyond those in the article, and if so, how? Are there important limitations discussed in the scientific article that didn’t make it into the news story?

Briefly comment on how much you trust the scientific article (how good the original study is).

  1. Is the scientific journal or conference where it was presented a good one? Journals are rated by how much impact their articles have within a scientific field. This is called an “impact factor.” If your source is a journal, report the journal’s impact factor (just google the journal’s name and “impact factor”). If it’s a scientific conference, try to estimate whether it’s selective (= uses peer review) or else has loose or no standards (some conferences allow anyone to publish who can pay a fee; others allow members of a society to publish without going through peer-review).

This assignment has three parts, PLUS an introduction and conclusion.

Part 1: (about 250-300 words) the topic is below. This topic asks you to explain an important part of the author’s view. You must use at least 3 quotations from the primary text. Part 1 is basically the same thing as what you did in Skills Paper 1.

Part 2: (about 100-200 words) Formulate and explain one narrow counterargument to the claim you chose above. Do not try to discuss everything that might be wrong with the author’s view; focus on one specific point. Make your counterargument as strong as possible. This section can be short, just make sure you explain the counterargument thoroughly. Parts 2 & 3 are basically the same thing as what you did in Skills Paper 2.

Part 3: (about 250-300 words) Give a rebuttal to the counterargument on behalf of the author. In this part you should go beyond what the author actually said in their writings, and use your own philosophical thinking to generate a rebuttal that the author could or should have made if they had the chance to respond. Thus this response is consistent with what the author actually said, but is not something that appears in the primary text. Parts 2 & 3 are basically the same thing as what you did in Skills Paper 2.

AFTER you are finished with these three tasks, write a short introduction and conclusion to your paper (about 100 words each). The introduction and conclusion should each provide an overview of the entire body of the paper (i.e. Parts 1-3). The introduction provides an outline or abstract of your argument so the reader has some idea what is coming; the conclusion ties the entire paper together so the reader can review what he/she has just read. One way of putting this is: say what you’re going to say (introduction), say it (body), say what you said (conclusion). Another way you can think about doing the introduction and the conclusion is (in each) to write 1-2 sentences summarizing each section of the paper (Parts 1-3). Essay Requirements:

An introduction that provides context on the topic, eases the reader into your essay and has a hook that grabs people’s attention.
